When an Indian worker's qualification needs to be compared with a German vocational qualification in an industrial, commercial or hospitality occupation, the decision usually rests with IHK FOSA — the Foreign Skills Approval office set up by the chambers of industry and commerce in Nuremberg. It handles recognition for the occupations most IHKs are responsible for, which means one consistent process nationwide.
Is FOSA the Right Body?
FOSA covers IHK occupations: industrial mechanics, machine and plant operators, electronics technicians for industrial engineering, warehouse logistics specialists, cooks, hotel specialists, and commercial occupations among many others. It does not cover Handwerk trades such as automotive mechatronics, plumbing and heating, or butchery — those go to the local Handwerkskammer. Regulated professions such as nursing go to state authorities. The federal Anerkennungsfinder tool on the "Recognition in Germany" portal names the competent body for any occupation and workplace; see also our authorities guide.
Step 1: Choose the Reference Occupation
Recognition compares the foreign qualification with a specific German occupation, the Referenzberuf. Choosing well matters. An ITI Fitter might be compared with Industriemechaniker; an ITI Electrician with Elektroniker für Betriebstechnik. Pick the occupation that matches both the training content and the job the worker will do. A poor match produces a weaker result.
Step 2: Assemble the Documents
FOSA typically asks for:
- The application form, with the reference occupation stated
- Proof of identity
- A tabular CV in German
- The qualification certificate and the mark sheets or syllabus showing training content and duration
- Proof of relevant work experience, such as detailed experience letters
- For applicants abroad, evidence of intent to work in Germany, such as a job offer or contact with an employer
Documents not in German generally need translations by a qualified translator; FOSA may ask for certified copies. Our guide to sworn translations and apostilles covers the Indian side.
Step 3: File and Pay
Applications can be filed online. Fees depend on the effort involved and generally fall in the range of about €100 to €600. Once the file is complete, the statutory processing period is three months, which can be extended once in difficult cases. In the accelerated skilled-worker procedure under §81a, recognition bodies work to a shorter deadline.
Step 4: Understand the Outcome
FOSA issues one of three outcomes:
- Full equivalence — the qualification is treated as equivalent to the German one
- Partial equivalence — some content matches and the notice lists the differences, which can be closed through targeted training
- No equivalence — the differences are too substantial
Work experience can compensate for differences in formal training, which is why detailed experience letters matter so much for Indian applicants with long careers.
The Skills Analysis Option
Where documents are missing or incomplete — a closed training institute, lost mark sheets — FOSA can arrange a Qualifikationsanalyse: a practical demonstration, such as a work sample or technical interview, which shows the competences directly. It takes longer and costs more, but it rescues files that would otherwise fail.
When FOSA Recognition Is Worth It
For non-regulated IHK occupations, recognition is optional because the experience-based route lets workers enter without it. It is still worth considering when:
- The collective agreement grades pay by recognised qualification
- The worker is applying for an Opportunity Card, where recognition earns points
- The employer wants to use the recognised-qualification route instead of the experience route
- A partial recognition and short adaptation will open supervisory roles later
Many employers start recognition in the worker's first year as a retention and progression step rather than as a visa requirement.
Common Mistakes
- Submitting a certificate without the syllabus or mark sheets that show training content
- Experience letters listing a job title but no duties, hours or dates
- Choosing a reference occupation that matches the job title rather than the training
- Applying to FOSA for a Handwerk trade that the Handwerkskammer decides
Where We Help
We prepare FOSA files to this standard in India — certificates, syllabi, translations and experience documentation — so applications are complete on the first submission. For an overview of how recognition fits into the overall timeline, see the step-by-step visa guide.
