Designing a Relocation Package for Indian Hires: What German Employers Usually Cover

24 October 2026  ·  Taha Airwaves

An Indian worker moving to Germany arrives with savings measured in rupees, a first salary weeks away and costs that start on day one. A relocation package bridges that gap. Employers who design it well fill roles faster and keep people longer; those who leave it vague create misunderstandings that surface in the first month.

The Core Items

These are the items most commonly covered by German employers hiring skilled workers from India:

  • Visa and documentation costs: visa fee, translations, apostilles and any recognition fees
  • Outbound flight: one-way economy to the nearest airport
  • Arrival collection: pickup from the airport and transfer to accommodation
  • First accommodation: an arranged room or flat for the first months, either free or at a stated rent
  • Initial transport: a public transport ticket for the first month or a contribution to a job ticket
  • Starter essentials: bedding and kitchen basics, or a small allowance for them

Which of these you cover is a business decision, but each one you leave out becomes a cost the worker must fund before their first salary.

Items That Vary

Rental deposit. If the worker moves into their own flat, landlords typically ask for a deposit of up to three months' net rent. Employers often provide an interest-free loan repaid in instalments.

Salary advance. A partial advance in the first weeks helps workers who arrive in the middle of a pay cycle. It must be documented and repaid transparently.

Winter clothing. Workers from South India in particular may arrive with nothing suitable for a German winter. A one-off allowance or a supplier arrangement avoids a miserable first season.

Return flight. Some employers offer a flight home after a set period, or support for a visit during a major festival. This is less common but highly valued.

Family relocation. Support for spouses and children joining later — help with visa documents, school registration, a larger flat — is the strongest retention tool of all. See family reunification.

How to Write It Down

Every item should appear in writing before the worker signs, ideally in an annex to the employment contract. For each item state:

  • Exactly what is covered and up to what amount
  • Whether it is a benefit, a loan or an advance
  • Any repayment terms and the conditions that trigger them
  • How long it lasts, for example "accommodation provided at a rent of X until the end of month six"

Verbal promises made at interview that do not appear in writing are the most frequent source of early disputes.

Repayment Clauses

Clawbacks on relocation costs are lawful within limits. The amount should reduce over time, the commitment period should be proportionate, and the worker should not have to repay if the employer ends the employment. Recruitment fees themselves should never be passed to the worker — Indian law caps what workers may be charged, and fair-recruitment standards follow the employer-pays principle. See our fair recruitment guide.

Tax and Payroll

Some relocation reimbursements can be paid tax-free under German rules for work-related moves, while others, such as ongoing free housing, may count as taxable benefits in kind. Accommodation deductions from pay must also respect minimum-wage rules. Agree the payroll treatment with your tax adviser before finalising the package, so the first payslip matches what was promised.

A Package in Three Tiers

Essential: visa and documentation costs, outbound flight, airport collection, arranged first accommodation for at least three months, first-month transport ticket.

Standard: essentials plus a deposit loan, a starter allowance, paid time for the first registration appointments and a funded language course.

Generous: standard plus winter clothing allowance, a return flight after a qualifying period and practical support for family reunification.

Most of our German clients sit between the first two tiers. The difference in cost is modest; the difference in how the worker feels in week three is large.

What Not to Include

Avoid anything that ties the worker to you through dependency: retaining passports, housing contracts that end automatically with employment without notice, or loans with no clear repayment schedule. These create legal risk and destroy trust.
