German employers filling gaps have two realistic options: hire temporary workers through a Zeitarbeit agency, or recruit permanent staff from abroad. They are usually presented as alternatives when they are really answers to different questions — one solves this month, the other solves this decade. Here is the arithmetic.

What Zeitarbeit Costs

Temporary staffing agencies in Germany typically bill between 1.8 and 2.5 times the worker's hourly rate. The multiplier covers the agency's own employment costs, social contributions, idle time, and margin. On a role with an effective rate of €18 per hour, you pay roughly €32–45 per hour for as long as the worker is on site.

The advantage is real: workers can start within days, headcount flexes with your order book, and you carry no recruitment risk. For a two-month production peak or covering parental leave, it is the right tool.

What Direct Recruitment From India Costs

Recruiting a skilled worker from India is a one-time investment, typically €2,500–5,000 for an industrial trade including agency fee, translations, the §81a procedure fee and travel — more for roles needing language training or recognition. After that the worker is your employee at your pay grade, with no ongoing markup.

The disadvantage is equally real: three to five months to arrival, and longer where B1 or B2 German is required.

The Crossover Point

Run the numbers on a single role at €18 per hour:

  • Zeitarbeit at a 2.0 multiplier costs roughly €14 per hour above direct employment cost. Over a full-time year that is in the region of €25,000 in premium.
  • Direct recruitment costs €2,500–5,000 once, then standard employment cost.

The crossover arrives inside the first few months of full-time work. For any role you expect to exist for more than a year, direct recruitment is cheaper — usually by a wide margin — provided you can wait for it.

Where Each One Wins

Use Zeitarbeit when: demand is genuinely temporary, you need people this week, the role may not exist next quarter, or you are covering absence.

Recruit from India when: the role is permanent, you have been unable to fill it locally for months, you need a crew rather than an individual, or you are paying agency premium on the same positions year after year.

The Hybrid Most Employers Land On

The practical answer for many Mittelstand firms is both: Zeitarbeit bridges the three-to-five months while the Indian recruitment pipeline runs, then the permanent hires take over and the agency premium stops. That sequencing turns the waiting time — the main objection to overseas recruitment — into a solved problem.
