Two dates now organise Saudi construction planning: October 2030, when Riyadh opens Expo 2030, and 2034, when the Kingdom hosts the FIFA World Cup across five cities. Between them sits the largest event-construction programme any country has attempted, and its manpower demand will peak in a narrow window that every contractor will hit at once.
The Programme
- Expo 2030 — a purpose-built site north of Riyadh with pavilions, transport links, hotels and supporting infrastructure, all required before October 2030
- FIFA World Cup 2034 — fifteen stadiums across Riyadh, Jeddah, Al Khobar, Abha and NEOM, of which around eleven are new builds; plus training sites, fan zones, roads, rail and tens of thousands of hotel rooms
- Transport — Riyadh metro expansion, King Salman International Airport, intercity rail and highway upgrades serving both events
Analysts put the World Cup programme's direct construction value well above one hundred billion dollars, with workforce demand peaking between late 2028 and mid-2031 at an estimated 180,000 to 240,000 workers above baseline.
Which Trades Will Be Scarce
Stadium and airport construction is steel- and concrete-intensive: steel fixers, formwork carpenters, welders, riggers and scaffolders will be the first bottleneck. MEP trades — electricians, HVAC, fire-protection fitters — follow in 2029–2031. Hospitality build-out then shifts demand to fit-out trades and, from 2030, to hotel operations staff by the tens of thousands.
Why the Peak Is a Problem
Every contractor's programme lands in the same three years. Regional labour markets, already tight from giga-projects, cannot absorb it. Recruitment from India remains the only source with the scale, but Indian-side capacity — trade testing, SVP slots, medical centres and consular stamping — also has limits during peaks. Employers who wait until award will pay peak fees and face delays.
What Contractors Are Doing Now
- Pre-qualifying crews against expected packages, with trade tests and SVP certification completed in advance
- Framework agreements with licensed agencies fixing service fees and replacement terms through 2031
- Phased visa blocks aligned to programme milestones rather than single large requests that stall on Nitaqat
- Welfare planning — accommodation capacity built ahead of crews, since FIFA and Expo impose worker-welfare audits on the supply chain

Lessons From Qatar 2022
Qatar's World Cup programme showed what happens when a small labour market absorbs event construction: wage inflation for scarce trades, aggressive competition between contractors for certified workers, and intense international scrutiny of welfare conditions. Saudi Arabia's programme is larger but its labour market is deeper, and the Kingdom's Labour Reform Initiative, wage-protection system and SVP were built partly with that scrutiny in mind. Contractors should assume FIFA and Expo supply-chain audits will be at least as rigorous as Qatar's.
Skill Verification at Peak
SVP testing capacity in India is finite. During the 2028–2031 peak, listed trades will face longer waits for exam slots, and certified workers already in the Kingdom will be courted by competitors. Contractors who certify pools now, and retain them through fair pay and mobility-aware management, will hold the workforce advantage when everyone else is queueing.
