Saudi Skill Verification Program (SVP): 2026 Employer Guide

Saudi Arabia's Skill Verification Program (SVP), run by the Ministry of Human Resources and Social Development with Takamol, has moved from a phased rollout to strict enforcement through Qiwa. For a listed profession, a new work visa is not issued and an iqama is not renewed unless a valid SVP certificate sits in the system. Employers recruiting from India need to build the exam into their pipeline, not discover it at the visa stage.

What the Program Covers

The SVP tests expatriate workers in more than a thousand skilled and semi-skilled professions across sectors including construction, electrical, plumbing, HVAC, welding, automotive, hospitality and healthcare support. Each profession has a theory and practical assessment mapped to Saudi occupational standards. Professions are being added in waves; the current list is published on the Qiwa platform.

Two Tracks

External track — new recruits sit the exam in their home country before the visa is issued; India was one of the first four countries and has the largest network of approved centres
Internal track — workers already in the Kingdom test locally, typically before their next iqama renewal

How It Links to Qiwa

The employer's visa request in Qiwa carries the profession code. If that code is on the SVP list, the system requires a passing certificate against the worker's passport number before the visa authorisation proceeds. Mismatches between the profession on the certificate, the visa and the iqama are a common cause of rejection — the three must match exactly.

Cost and Logistics in India

Exams are held at approved centres in major Indian cities. Fees are modest per candidate; scheduling is the constraint, with waits of one to three weeks in busy trades. Results post to the platform within days. Candidates who fail may re-sit after a waiting period.

What It Means for Your Timeline

For a listed profession, add two to four weeks to the Indian-side process for scheduling, testing and result posting — unless the agency maintains a pool of already-certified candidates. That is now the single biggest differentiator between agencies for skilled trades.

Which Professions Are Listed

The list started with construction and electrical trades — electricians, plumbers, HVAC technicians, welders, carpenters, masons — and has expanded to automotive technicians, hospitality roles such as cooks, healthcare-support roles and a growing set of industrial professions. Because waves are added by ministerial decision, we check the current list on Qiwa for every requirement rather than relying on last quarter's version.

Certificate Validity and Renewal

SVP certificates carry a validity period after which the worker must re-test; at present most trades sit on a multi-year cycle. Employers should record certificate expiry alongside iqama expiry, since from 2026 an expired certificate blocks renewal for listed professions just as a missing one blocks a new visa.

Impact on Wages and Classification

A passed SVP assessment feeds the skill-based classification applied to new work permits. Workers who certify at a higher level may be classified as skilled rather than basic, which affects permit eligibility under sector rules — another reason to align the profession code, the certificate and the contract wage from the outset.
