Half the confusion about German recognition disappears once you know about anabin. It is the official database maintained by the Central Office for Foreign Education (ZAB), it is free to search, and for most Indian degrees it answers the question in minutes: does this qualification count in Germany, and at what level?
What anabin Tells You
anabin holds two things you need to check separately:
- The institution — is the Indian university or institute recognised? Entries are rated H+ (recognised), H+/- (partially, depends on programme) or H- (not recognised). A degree from an H- institution will not support a Blue Card application regardless of its content.
- The degree programme — is this specific qualification listed and considered comparable to a German degree? Many common Indian degrees are already listed with a comparability statement.
If both the institution shows H+ and the degree is listed as comparable, you generally do not need an individual evaluation. That single check saves applicants both months and money.
When You Need a ZAB Statement of Comparability
Where the degree is not listed, or where the authority or employer asks for documentary proof, the applicant requests a Statement of Comparability (Zeugnisbewertung) from the ZAB. It costs around €200 and typically takes two to three months. It is the standard document for Blue Card applications based on degrees that need evidencing.
What anabin Does Not Cover
anabin is for academic qualifications. Vocational qualifications — ITI certificates, trade diplomas, nursing qualifications — are handled by the competent chamber or state authority, not the ZAB. For those, the route is chamber recognition (Handwerkskammer or IHK FOSA) or, for nursing, the state health authority. Our Anerkennung guide covers that side.
Crucially, for non-regulated occupations the experience-based route needs no German recognition at all. A welder or CNC operator does not need an anabin entry — they need a two-year Indian qualification and two years of experience.
The Indian-Specific Traps
- Mark sheets are not certificates. Authorities want the final degree or diploma certificate, not semester mark sheets alone.
- Affiliated colleges. An Indian degree is often awarded by a university but taught at an affiliated college. anabin ratings attach to the awarding university — check that name, not the college letterhead.
- Three-year bachelor degrees. Many Indian bachelor programmes run three years against Germany's typical three-to-four. Most are still rated comparable, but this is the single most common reason a case needs an individual ZAB evaluation.
- Paid "recognition agents". anabin is free and the ZAB application is made directly. Anyone charging a fee simply to look up a database entry is selling you nothing.
Practical Sequence
Check anabin for the institution, then the degree. If both are clear, proceed. If not, file for a ZAB statement early — two to three months runs in parallel with everything else, but only if it starts early.
