Income Tax & Contributions for Indian Staff in Russia

24 October 2026  ·  Taha Airwaves

Tax is the part of hiring from India that Russian employers most often underestimate — not because it is complex, but because it changes the worker's net pay in a way nobody explained to them. This guide sets out the principles. Rates and rules change, so confirm the current position with your accountant before finalising offers.

Personal Income Tax: Residents and Non-Residents

Russian personal income tax depends on tax residency. An individual generally becomes tax resident after spending at least 183 days in Russia within a period of twelve consecutive months.

  • Tax residents pay tax under the resident scale, which became progressive from 2025.
  • Non-residents generally pay a much higher flat rate — 30% — on Russian employment income.

The Exceptions

Several categories of foreign worker are taxed at resident-style rates from their first day, regardless of residency. They include patent holders, EAEU citizens and highly qualified specialists. Indian workers on ordinary quota-based work permits are not among them.

That means a typical Indian worker on a quota-based permit starts on the non-resident rate. Once they have been in Russia long enough to become resident, their tax is recalculated according to the rules for the year, and the withholding rate drops.

Why This Matters for Offers

Suppose an offer letter in India quotes a gross salary. In the first months, the worker's net pay is reduced by the non-resident rate. Later, once residency is established, net pay rises. If nobody explained this, the worker sees a smaller payslip than expected and may suspect wrongdoing.

Two ways employers handle this:

  • Quote net pay. The employer guarantees a net monthly amount and adjusts the gross to deliver it, absorbing the extra tax in the first months.
  • Quote gross with a clear schedule. The offer shows expected net pay before and after residency, in writing, so expectations are set.

Either works. Leaving it unexplained does not. Our guide to paying Indian workers covers communication.

Highly Qualified Specialists

Highly qualified specialists are treated more favourably: their Russian employment income is normally taxed on the resident scale from day one, one of the route's practical advantages. If you are deciding between HQS and the quota for a senior hire, include this in the comparison — see HQS vs the quota.

Insurance Contributions

Employers pay insurance contributions on wages under the unified tariff introduced in 2023, which brought pension, medical and social insurance into one payment. Contributions generally apply to wages paid to temporarily staying foreign workers, though the scope and the benefits that flow from them differ by status. HQS staff have historically had different treatment.

Separately, employers pay contributions for insurance against industrial accidents and occupational diseases, at rates depending on the activity's risk class.

Because the rules have changed several times in recent years, ask your accountant to confirm treatment for each category of foreign employee you hire.

Tax Numbers and Registrations

Foreign workers may need a Russian taxpayer number and an individual insurance account number for payroll and benefits. Employers often arrange these centrally after arrival. They also help with opening bank accounts.

Budgeting for the Employer

When building a cost model, include:

  • Gross wages, adjusted if you guarantee net pay
  • Insurance contributions on those wages
  • Accident insurance
  • Voluntary medical insurance
  • Accommodation and transport, if provided

Our earlier cost of hiring article covers recruitment and travel costs, and our cost calculator gives a starting estimate.

Common Mistakes

  • Assuming patent-style tax. Employers used to patent workers sometimes apply resident rates to visa workers. This underpays tax.
  • Forgetting the recalculation. When residency is established, tax for the year may need adjusting.
  • Unclear offers. The most common problem is not tax law but communication.

Summary

Indian workers on quota-based work permits usually start at the non-resident rate and move to the resident scale once they meet the residency test. Employers should decide in advance whether to guarantee net pay and explain the schedule in writing. Insurance contributions apply under the unified tariff, with details that vary by status. Ask a qualified accountant to confirm current rates before you finalise any offer.
