HQS or Quota? The Right Russian Route for Specialists

24 October 2026  ·  Taha Airwaves

Russian employers who hire from India usually think in terms of quotas. But there is a second route that bypasses the quota altogether: the highly qualified specialist route, known in Russian as VKS. For some roles it is far better. For most blue-collar hiring it does not apply. Knowing which is which saves months.

What the HQS Route Is

The HQS route allows an employer to hire a foreign national whose salary meets a minimum threshold set by law. Different thresholds apply to different categories of specialist and employer, and they are revised from time to time, so always check the current figure before making an offer.

The key advantages:

  • No quota. The employer does not need a quota place, so the annual cycle does not dictate the timeline.
  • Longer permits. HQS work permits can be issued for longer periods than quota-based permits, which reduces renewals.
  • Family. Family members can generally accompany the specialist on related visas.
  • Tax treatment. HQS income is generally taxed at resident rates from the start, rather than the higher rate that applies to non-resident employees on ordinary work permits.

What It Costs the Employer

The route is not free of obligations. The employer must pay at least the threshold salary and is required to report salary payments to the migration authorities on a regular schedule. Missing those reports or paying below the threshold can end the specialist's status and expose the employer to penalties. Medical insurance for the specialist, and usually family members, must also be in place.

And the salary itself is the real cost. Paying a threshold-level salary is only worthwhile when the role genuinely justifies it.

Roles Where HQS Usually Makes Sense

From the Indian talent pool, HQS tends to suit:

  • project and site engineers on construction or industrial projects
  • senior welding inspectors or QA/QC engineers
  • plant maintenance engineers and HSE managers
  • head chefs and executive chefs for restaurant groups
  • IT and automation specialists supporting factory systems

These are roles where a strong salary is already expected and where waiting a full quota cycle would hurt the project.

Roles Where It Does Not

General workers, operators, helpers, cleaners and most tradespeople are paid well below the threshold. Inflating their pay to qualify is not a sustainable strategy and attracts scrutiny. For these roles the quota route remains the right path, and the planning effort belongs there.

A Mixed Model Works Well

Many projects combine the two. A contractor might bring two Indian engineers and a senior foreman under HQS so that leadership is in place early, then deploy the trades under the quota once places are approved. The engineers prepare the site, the documentation and the induction, so the main crew is productive from its first week.

Comparing the Two Routes

  • Quota needed: yes on the quota route; no on HQS
  • Salary condition: market wage on the quota route; at or above the legal threshold on HQS
  • Typical roles: workers and trades on the quota; engineers and senior specialists on HQS
  • Employer reporting: standard notifications on the quota; additional regular salary reports on HQS
  • Tax at the start: the higher non-resident rate on the quota; resident rates on HQS

What Indian Candidates Must Provide

Diplomas and experience letters need to be credible and consistent with the role. Russia does not run a formal credential recognition step for HQS in the way some EU countries do, but the employer is accountable for the hire, and documents may be checked. We verify degrees and employment history in India before shortlisting.

Getting the Decision Right

Ask three questions for each role: will we pay at or above the threshold anyway; is the timeline too urgent for the quota cycle; and will this person be in Russia long enough to justify the reporting effort? Three yeses point to HQS. Anything else points to the quota.

Frequently Asked Questions

Does the HQS route need a quota?

No. That is its main advantage. The employer must instead pay at least the salary threshold set by law and report salary payments regularly.

Can general workers use the HQS route?

In practice no, because their pay is well below the threshold. The quota route is the correct path for workers and trades.
