For a Russian employer hiring from India, the quota is the gate everything else passes through. Without an approved quota place, there is no permission to employ foreign workers, no invitation and no work visa. Most delays we see in Russian projects trace back to a quota that was filed late, filed for the wrong professions, or filed without India named as the source country.
This guide covers how to plan for the 2027 cycle and what to do if the main window has already passed.
What the Quota Application Actually Fixes
A quota application is specific. It states the number of foreign workers, their professions, the country of citizenship and the region of work. Those details then flow through the rest of the process: the permission to employ, the invitations and finally each worker's personal work permit.
That specificity is why errors are expensive. A quota approved for twenty concrete workers from one country does not cover twenty formwork carpenters from India. A quota approved in Moscow Oblast does not cover a site inside the city of Moscow. Treat the application as a manning plan, not a formality.
When the Window Runs
Applications for the following year's quota are submitted to the regional authorities during the current year, and in most regions the main window has historically closed in spring. In other words, a 2027 requirement should normally have been filed during the first half of 2026. Regional practice and portals differ, so confirm the timetable with your region's employment service rather than relying on a national rule of thumb.
The applications are then reviewed by a regional interdepartmental commission, which weighs the employer's justification, the regional labour market and the wage offered. The approved volumes feed into the national quota set by the government.
Building a Defensible Application
Commissions look for evidence that the employer genuinely needs foreign workers and will treat them properly. In our experience, the applications that fare best:
- tie each profession to a real project, line or contract with dates
- offer wages in line with or above the regional level for the role
- describe the accommodation and how workers will reach the workplace
- show the employer has a clean record on migration and labour compliance
A vague request for "general workers" invites a cut. A request for twelve rebar fixers for a named construction phase, starting in March, with housing arranged, is much easier to approve.
Corrections During the Year
If you missed the window, or your needs changed, the quota can be corrected during the year. Corrections can increase the volume, or change profession or country details, and are considered by the same regional bodies on their own schedule, often periodically rather than on demand.
Practical points for a correction:
- Explain clearly what changed — a new contract, a new line, a lost workforce
- Expect it to take longer than you would like; build the waiting time into the project plan
- Do not assume approval; keep a fallback plan for the start date
A correction is the normal fix for a quota that omitted India. It is not a fast-track.
Planning Backwards From the Start Date
Work backwards from the date workers must be on site. Once the quota is approved, permission to employ, invitations, the work visa and arrival typically take one to three months. Add the quota cycle in front of that and a 2027 start realistically requires a 2026 filing. Our timeline guide breaks the post-quota stages down further.
When the Quota Is Not the Right Route
Senior staff whose salary meets the threshold set by law can use the highly qualified specialist route, which needs no quota at all. It is rarely suitable for general labour but can be ideal for engineers, head chefs and supervisors. See HQS vs the quota for how to decide.
Where We Fit
We are an Indian, MEA-licensed recruitment agency. We do not file quota applications on your behalf — that is the employer's or its Russian adviser's role — but we help you size the professions and numbers so the application matches the candidates we can realistically supply. Frequently Asked Questions
When should a 2027 quota application have been filed?
In most regions, during the first half of 2026, as the main window has historically closed in spring. Confirm your region’s exact timetable with the regional employment service.
Can we add India to an approved quota?
Usually through an in-year correction, which can change the country or profession details or increase volume. It takes time and is not guaranteed.
