Migration Registration & the 3-Day MVD Notice

24 October 2026  ·  Taha Airwaves

Once Indian workers have arrived and received their work permits, most employers relax. That is exactly when two routine obligations start to cause trouble: migration registration and the employment contract notification. Both are short filings with tight deadlines, and both generate fines when missed.

Obligation One: Migration Registration

Every foreign national staying in Russia must be registered at their place of stay. The receiving party — usually the employer or the owner of the accommodation — submits the notification of arrival within a short statutory period after the worker arrives, generally a few working days. The exact deadline and channel depend on the worker's status and the region, so check the current rule with your migration adviser.

Points that matter in practice:

  • Register at the real address. The worker must actually live where they are registered. Registration at an address where the worker does not live is a serious offence for the receiving party and has been a focus of enforcement.
  • Re-register after a move. When workers move to new accommodation, a new registration is required.
  • Re-register after travel abroad. If a worker leaves Russia, for example on leave, registration normally needs to be done again on return.
  • Keep the tear-off slip. Workers should carry proof of registration; police checks are common.

For large crews in a hostel, it is easiest if the employer or the hostel operator handles all registrations centrally with a single responsible person.

Obligation Two: The 3-Working-Day Contract Notice

When an employer signs an employment contract with a foreign worker, it must notify the migration authorities of the MVD within three working days. The same applies when the contract is terminated. The notice uses a prescribed form and can be submitted in person, by post or electronically where available.

This applies to Indian workers on work permits, to patent holders and to EAEU citizens alike. It is the single most common source of fines we hear about, usually because:

  • the contract was signed on a Friday and nobody counted the working days
  • a worker left and HR forgot to file the termination notice
  • the notice went in on the wrong form version

Penalties can be significant and are applied per worker, so a missed notice for a crew of thirty is not a small problem.

A Simple Ownership Model

The fix is organisational, not legal. Assign one named person — in HR or a migration coordinator — who owns three lists:

  • Each worker's registration address and expiry
  • Each contract start and end date, with notification dates filed
  • Each work permit, visa and medical insurance expiry

Review the lists weekly. When a worker moves, travels, changes shift site within the region or leaves, the coordinator updates the filings that day.

Other Notices Employers Often Miss

  • Changes in the worker's documents, such as a new passport, need updates to registration and permit records.
  • Address changes for the employer's site can affect records tied to the place of work.
  • HQS staff carry extra reporting obligations on salary payments, covered in our HQS guide.

What We Do From India

Before departure we give each worker a short document pack in English and Hindi explaining registration, why they must not move without telling HR, and what to carry when stopped by police. Workers who understand why registration matters cooperate with it. We also provide employers with a deployment roster — names, passport numbers, arrival dates — to start the registration list.

How This Fits the Bigger Picture

Registration and notifications are the visible tip of compliance. MVD inspections examine them first, because they are easy to check. Our audit readiness guide covers the rest of what inspectors look for, and the 2025–2026 tightening article explains why enforcement has become stricter. Frequently Asked Questions

How long does an employer have to notify the MVD about a new contract?

Three working days from signing the employment contract with a foreign worker. The same deadline applies when the contract ends.

Must workers be registered at the address where they actually live?

Yes. Registration at an address where the worker does not live is a serious violation for the receiving party.
