Germany publishes an annual shortage analysis (Engpassanalyse) through the Federal Employment Agency, and the resulting list of Engpassberufe — around 157 occupations nationally — is more than a statistic. It changes Blue Card salary thresholds, adds a point on the Opportunity Card, and shapes how quickly an application is treated. Employers hiring from India should know where their roles sit on it before they file anything.
How Short Is Short
The 2026 picture is the tightest on record. Roughly 2.41 million positions sat vacant in October 2026, around 16 percent more than a year earlier, and the overall shortage rate reached a record 74 percent. That is not a cyclical blip — it is a demographic shift that continues through the 2030s as the baby-boom cohorts retire.
Where the Gap Is Deepest
- Crafts and construction — the worst-affected area, with a shortage rate around 81 percent and roughly 445,000 open positions
- Health and nursing — around 76 percent and roughly 408,000 open positions
- Logistics and transport — around 60 percent and roughly 171,000 open positions
- Hospitality, food production and facility services — chronic rather than acute, driven by turnover as much as by vacancies
What Being on the List Actually Does
- Blue Card threshold drops — shortage occupations qualify at the reduced salary threshold (€45,934.20 in 2026) instead of the standard €50,700
- Opportunity Card points — a shortage occupation earns a point in the Chancenkarte scoring, which often decides whether an applicant reaches six
- Processing priority — missions and authorities treat shortage-role cases as the cases the reforms were built for, which shows in practice even where no formal rule exists
- Political durability — roles on the list are unlikely to face new restrictions, which matters when you are building a pipeline over several years
What It Does Not Do
The list does not create a separate visa route. A welder in a shortage occupation still files under the experience-based route, a nurse still needs recognition and B2 German, and the salary floor still applies. Employers sometimes assume shortage status removes requirements. It removes none — it lowers one threshold and adds one point.
Using the List in Practice
Check your role against the current list before scoping, because classification can decide which route is cheapest. A site engineer at €47,000 does not qualify for a standard Blue Card but may qualify under the shortage threshold; the same salary on the experience-based route is comfortably above the FEG floor and needs no degree at all. Two routes, two sets of paperwork, one role — the list is what tells you which to use.
Our FEG route guide maps roles to routes, and the Blue Card thresholds guide covers the salary detail. For a scoped answer on your own roles, see the Germany hiring page.
Frequently Asked Questions
How many shortage occupations does Germany list?
The Federal Employment Agency’s analysis identifies around 157 occupations in shortage nationally, concentrated in crafts and construction, health and nursing, logistics, and technical trades.
Does a shortage occupation get a faster visa?
There is no separate fast lane, but shortage roles qualify for the reduced Blue Card threshold, earn an Opportunity Card point, and in practice move more smoothly. Speed comes from pre-approval and the §81a procedure, not from the list itself.
