Iqama Issuance and Renewal for Saudi Employers: Deadlines, Linked Checks and Avoiding Fines

24 October 2026  ·  Taha Airwaves

The iqama is the residence permit that turns a newly arrived worker into a lawful resident of Saudi Arabia. Until it is issued, the worker holds only an entry visa and a border number; with it, they can open a bank account, receive wages through the payroll system, register a SIM card and travel on exit and re-entry visas. For employers, iqama management is routine administration with expensive failure modes: late issuance or renewal attracts escalating fines, blocks services on government platforms and, from the worker's side, can justify a transfer away from you.

From Border Number to Iqama

When a worker enters on a work visa, the border number recorded at the airport links them to your establishment. The employer must then complete the steps that lead to issuance: a valid medical insurance policy registered against the worker, any medical examination required in the Kingdom, fingerprinting, payment of the iqama and work-permit fees, and the work permit itself on Qiwa. Issuance is expected within a fixed window after entry — commonly cited as 90 days — and leaving it late is an offence. Well-run employers complete it within the first two or three weeks so wages can flow into bank accounts from the first payroll.

The Platforms Involved

  • Qiwa — the work permit and the authenticated employment contract
  • Muqeem — the establishment-side platform many employers use to issue and renew iqamas, manage exit and re-entry and print residence records
  • Absher — the Ministry of Interior's portal; workers use the individual version for their own services
  • Health insurance registry — insurers upload policies, which the system checks before issuance and renewal

Delegate access carefully. Many iqama problems begin when one HR officer holds every credential and then leaves the company.

What Renewal Checks

Renewal is not a simple payment. At renewal the system typically verifies that:

  • Medical insurance is valid for the renewal period
  • The work permit is renewed or renewable on Qiwa, including any Skill Verification Program certificate for listed professions
  • The establishment's Mudad wage-protection record is compliant
  • The Nitaqat band permits renewal for that profession
  • Government fees and the expatriate levy are paid
  • No outstanding fines are blocking the record

Any one of these can stop a renewal, and fixing some — an expired SVP certificate, for example — takes weeks. Run a renewal check 60 days ahead, not on the expiry date.

Renewal Periods

Reforms in recent years have allowed private-sector employers to renew iqamas and work permits for shorter periods, such as quarterly, instead of paying a full year at once. That helps cash flow for project-based employers whose crews may not stay a full year, but it multiplies the number of renewal events, so each needs to be on a calendar. Confirm the currently permitted periods on the platform before planning around them.

Fines and Consequences

Late issuance and late renewal attract fines that rise with repeat offences, and an expired iqama prevents the worker from travelling, using bank services and, in some cases, being paid through the wage-protection system. A worker whose iqama has lapsed through the employer's fault may be able to move to another employer without consent under the mobility rules in our Labour Reform Initiative guide. The cost of a missed renewal is therefore not only the fine but potentially the worker.

The Profession on the Iqama

The profession printed on the iqama follows the work permit, and it must match the work the person actually does. If a helper is promoted to electrician, change the profession on Qiwa, check whether the new profession is SVP-listed and whether your Nitaqat band permits it, and only then renew. A mismatch between iqama profession and actual duties is a common audit finding on project sites.

Records Worth Keeping

For each worker, keep in one place: passport expiry, iqama number and expiry, work-permit expiry, insurance policy and expiry, SVP certificate and expiry, contract authentication status and the last exit and re-entry. Most employers outgrow spreadsheets at around a hundred workers and move to an HR system that pulls data from the government platforms.

How Recruitment Affects It

Iqama trouble often starts in India. A passport with less than two years' validity, a visa profession that does not match the SVP certificate, or a contract wage inconsistent with the skill tier will surface again at the first renewal. We align profession, certificate and wage from the start and hand over each worker's documents on arrival so your HR team can complete issuance quickly. See the 1–25 day timeline for where issuance fits after arrival, and the Saudi hiring cost breakdown for the annual fees.

Frequently Asked Questions

How soon after arrival must an iqama be issued?

Within the window set after entry, commonly cited as 90 days. Most employers aim to finish within two or three weeks so that wages can be paid into bank accounts from the first payroll.

Can an iqama be renewed for less than a year?

Private-sector employers have been able to renew for shorter periods, such as quarterly, in recent years. Check the periods currently permitted on the platform.
