Saudi Arabia's Vision 2030 programme is the largest coordinated construction pipeline in the world, and its giga-projects — NEOM, Red Sea Global, Qiddiya, Diriyah Gate, ROSHN's housing communities, King Salman Park and the expanding Riyadh transport network — set the demand curve for every contractor and subcontractor in the Kingdom. Understanding their phases is the basis of workforce planning.

Where the Projects Stand in 2026

Priorities have shifted. Expo 2030 and the FIFA World Cup 2034 have moved to the front of the investment queue, and some NEOM components have been rephased; Red Sea Global's resorts are operational and expanding; Qiddiya and Diriyah are in heavy construction; ROSHN is delivering tens of thousands of homes across Riyadh, Jeddah and the Eastern Province. From India, basic and skilled trades deploy in 1 to 25 days once visas are issued — but the visa block, attestations and, for listed professions, SVP certification must be in motion before award. Crews recruited through attested contracts and wage-compliant terms clear these audits; crews recruited informally do not.

Regional Distribution of Demand

Riyadh dominates: Qiddiya, Diriyah, King Salman Park, ROSHN's largest communities, the airport and the metro corridors all sit in or around the capital, and Expo 2030 adds to it. The Red Sea coast and NEOM in the north-west draw hospitality, marine and specialist construction crews. The Eastern Province remains the centre of industrial and energy construction. Contractors should expect accommodation and transport costs to vary sharply by region — a crew in Riyadh's outskirts costs more to house than one in Jubail's established industrial camps.

Accommodation as the Hidden Constraint

Giga-project owners audit worker housing to standards above the national minimum: occupancy limits, air-conditioning, cooking and recreation facilities, transport times. Contractors who mobilise crews before securing compliant housing fail audits and face stop-work notices. Planning the Next Three Years
